All can prophesy

In the old testament Prophecy came after being filled with Holy Spirit:

Then his father Zechariah was filled with the Holy Spirit and prophesied…. (NET)

Luke 1:67

When Saul and his servant arrived at Gibeah, a company of prophets was coming out to meet him. Then the spirit of God rushed upon Saul and he prophesied among them (NET).

1 Sam 10:10

In the new testament the same applies, after believers are filled with the Holy Spirit:

This quote is referring to when Holy Spirit will come and fill every believer and dwell in them, telling the future through them (1 Cor 6:19):

But when he, the Spirit of truth, comes, he will guide you into all truth. For he will not speak on his own authority, but will speak whatever he hears, and will tell you what is to come.

John 16:13

The following is just after the disciples received the Holy Spirit (Tongues of fire) and Peter is explaining what has happened:

“And in the last days it will be,”God says,” that I will pour out my Spirit on all people, and your sons and your daughters will prophesy, …. Even on my servants, both men and women, I will pour out my Spirit in those days, and they will prophesy. (NET)

Acts 2:16-18

All believers have the ability to Prophesy as the Holy Spirit is directed to work through them.

How to prophesy

for no prophecy was ever borne of human impulse, rather, men carried along by Holy Spirit spoke from God. (NET)

2 Peter 1:21

A prophecy received from the Lord can feel like a Load or Burden to carry until delivered (see Nah 1:1), it may come as a trickle or drip (see Eze 20:46, Eze 21:2).
